Trading gun laws? The “21 day hold”?

My friend recently traded a Mossberg Shotgun for a Romanian AK47, he is very happy until he found out he have to wait 21 days until he can get his hands on the AK.
He said the shop owner told him that the AK was trading in to him only yesterday ago, and the law says my friend need to wait 21 days until he can get his hand on the AK, b/c that AK was a new trade in from another person…
Is this true? Why didn’t I heard of this “21day hold” before?
I live in Texas, Fort Worth area.

    That would be a state or local law in your area, no federal law mandates a waiting period.

    edit: No waiting period in Texas.
